Localization: Doomed to Fail?

Here's a point that I think I've made before, but may not have seen it so sharply until now. Localization efforts are due to fail. The basic contradiction is that these programs make Qataris/Kuwaitis etc special in comparison to expatriates by offering them special career development, wage bonuses, etc. However, these special treatments are inherently demotivating. When someone gets a job, gets promoted, gets a raise, they know it is not because they have not been fairly evaluated and deemed superior and worthy, but because it is their birthright. Thus, there must be the intrinsic motivation. How does one actually develop this? There are many programs and ideas, however, the biggest problem is that the extrinsic motivation fights against the other (intrinsic) motivations.
